This chapter of the Norwegian catalogue of measures to achieve its 2050 climate targets shows how the Nordic countries can transform their climate policies and economic models to achieve the goals of a circular economy while reducing emissions and protecting biodiversity. To this end, the Norwegian Official Report makes seven recommendations.
- Long-term climate targets: Almost all greenhouse gas emissions are to be eliminated by 2050. Political framework conditions must be adapted to these long-term goals.
- Resource efficiency: Economic activities should remain within planetary boundaries. Energy efficiency should be increased and renewable energies expanded, without low energy prices as the main goal.
- Nature conservation: Loss of natural habitats should be limited and natural carbon sinks preserved. National and international promotion of the protection of ecosystems is necessary.
- Issue costs: emissions costs should be increased by raising the CO2 tax. Further regulatory and education-related measures are necessary if this is not enough.
- Holistic approach: A combination of legal, economic and educational measures should be used. Climate-related considerations should be prioritised in all relevant documents.
- Governance: Government and policy documents should be harmonised with climate targets. An improved climate governance system should support the achievement of climate targets.
- International co-operation: Emission reductions in other countries should be supported. Trade and climate policy should promote a global low-emission and circular economy.
