The study "Circular Economy in Cities Requires a Systems Approach" focusses on systemic approaches to successfully implement a circular economy in urban areas. Cities - economic agglomerations that generate over 80 % of global GDP and consume around 75 % of resources - have a key role to play in the transition to a circular economy.

Systemic change is needed to tackle the many environmental, economic and social challenges associated with implementing a circular economy. Cities have the potential to become pioneers in the application of circular principles through innovative solutions in areas such as construction, energy, mobility and waste management. However, this requires not only technological innovation, but also new policy approaches, such as adapting tax systems and promoting material efficiency.

Despite the recognised benefits, there are significant barriers, including entrenched linear economic models and insufficient consideration of external costs, which are holding back this development. To overcome these challenges, cities need to develop inclusive, cross-sectoral strategies that respond to local circumstances and needs.

Overall, it is clear that the success of a circular economy in cities can only be achieved through a comprehensive and coordinated approach that incorporates all relevant social and economic dimensions.
